Phillips 66 Prepared to Continue Crude Operations at Rodeo Plant If Needed — OPIS

Phillips 66 Co.’s Rodeo Renewed facility in Northern California is still expected to begin operations in the first quarter of 2024, and the refiner is prepared to continue crude operations if necessary, executives said during an earnings call Friday.

“There is flexibility to continue crude operations in the event that circumstances beyond our control prevent the startup of the project,” said Richard Harbison, executive vice president of refining.

The conversion is a staggered process, giving Phillips 66 “flexibility” to continue to process crude or start up the renewables project, Harbison said.

Earlier this month, a judge said Phillips 66 cannot operate its renewable diesel plant until a regional environmental regulator and the company resolve issues over the project’s compliance with environmental review requirements.

Contra Costa Superior Court Judge Edward Weil rejected the company’s request that the court permit the facility to operate “while the county reconsiders the [California Environmental Quality Act] issues.”
